About the pull request
replaces TIS with united americas allied command studies and observations group
removes TIS-related stuff
replaces TIS equipment presets with SOG Agent with undercover variant and SOG IO.
Explain why it's good for the game
tis is a weird homebrew organization that was used by one of the PVP admins to run events, they look weird and arent really related to USCM in any capacity
this replaces TIS with ANOTHER homebrew organization based on MACV-SOG, vietnam-era intelligence and unconventional warfare unit
